British Virgin Islands national report prepared for the IDNDR mid-term review and the 1994 World Conference on Natural Disaster Reduction, Yokohama, Japan, 23-27 May 1994

This report presents the institutional and legal framework for disaster risk reduction in British Virgin Islands, and describes its common disaster risks and natural hazards, such as hurricane, earthquake, tsunami, land slide and flood. It outlines the strategies, plans, projects and activities related to disaster prevention and risk management.

The report provides an evaluation of country's progress, achievements and challenges in disaster risk reduction during the first half of the International Decade for Natural Disaster Reduction (IDNDR), and highlights suggested activities and plans for the rest of IDNDR.

Where to start? Fujifilm has announced 9 new FinePix camera models by our counting, including six bridge models (the S6800 and S4800 series), the JX680 point-and-shoot, the F900EXR compact with WiFi and .05-second autofocus, and more basic F850EXR compact. The S6800, S6700 and S6600 are 16-megapixel bridge shooters with 30x, 28x and 26x zooms respectively, boasting OIS sensor stabilization, 12,800 max ISO, 1.0 second startup, 0.3 second autofocus, 10fps high-speed shooting at full resolution (max 10 frames) and 1080i 60fps HD video, with prices topping out at $250. Early menopause may occur in women with BRCA gene

Jan. 29, 2013 ? Women with harmful mutations in the BRCA gene, which put them at higher risk of developing breast and ovarian cancer, tend to undergo menopause significantly sooner than other women, allowing them an even briefer reproductive window and possibly a higher risk of infertility, according to a study led by researchers at UC San Francisco.

Moreover, the study showed that carriers of the mutation who are heavy smokers enter menopause at an even earlier age than non-smoking women with the mutation.

While the authors note that further research is needed, given the size and demographics of the study, women with the abnormal gene mutation should consider earlier childbearing, and their doctors should encourage them to initiate fertility counseling along with other medical treatments, the scientists said.

The study will be published online in Cancer on January 29, 2013.

This is the first controlled study to explore the association between BRCA1 and BRCA 2 and the age at onset of menopause, the authors said.

"Our findings show that mutation of these genes has been linked to early menopause, which may lead to a higher incidence of infertility,'' said senior author Mitchell Rosen, MD, director of the UCSF Fertility Preservation Center and associate professor in the UCSF Department of Obstetrics, Gynecology and Reproductive Sciences. "This can add to the significant psychological implications of being a BRCA1/2 carrier, and will likely have an impact on reproductive decision-making,'' Rosen said.

Mutations in either of the genes BRCA 1 or BRCA 2 can produce a hereditary, lifetime risk of developing breast cancer and ovarian cancer. Some women decide to reduce their risk by undergoing prophylactic surgery to remove at-risk tissue, including their breasts and ovaries. The abnormal genes are the most identified inherited cause of breast cancer -- carriers are five times more likely to develop breast cancer than those without the mutations, according to the National Cancer Institute.

The new study was designed to determine whether women with the BRCA1 or BRCA2 mutation have an earlier onset of menopause compared with unaffected women.

The researchers looked at nearly 400 female carriers of mutations in the BRCA gene in northern California and compared their onset of menopause to that of 765 women in the same geographic area without the mutation. Most of the women in the study were white because almost all of the BRCA1/2 carriers within the UCSF cancer risk registry are white.

The scientists found that women with the harmful mutation experienced menopause at a significantly younger age -- 50 years -- compared to age 53 for the other midlife women.

Heavy smokers (more than 20 cigarettes a day) with the abnormal gene had an even earlier onset of menopause -- 46 years. By comparison, only seven percent of white women in northern California had undergone menopause by that age, said the authors. Smoking has been shown to alter menstrual cycles and estrogen status, among other impacts.

The authors point out that while their study shows a possible increased risk of infertility for the mutation carriers, further study is needed. They also said that data regarding the age of natural menopause is limited because most women with the mutation are recommended to undergo risk-reducing surgery after they complete childbearing.

"Women with the mutation are faced with challenges in reproductive choices,'' said study co-author Lee-may Chen, MD, a professor in the UCSF Department of Obstetrics, Gynecology and Reproductive Services. "These data may help women understand that their childbearing years may be even more limited by earlier menopause, so that they can make decisions about their reproductive choices and cancer risk-reducing surgery.''

The first author of the study is Wayne T. Lin, MD, MPH, who at the time of the research was a resident at UCSF and is now a fellow at the Brigham and Women's Hospital at Harvard Medical School. Other authors include Marcelle Cedars, MD, a UCSF professor and director of the Division of Reproductive Endocrinology in the Department of Obstetrics, Gynecology and Reproductive Services ; and Mary Beattie, MD, clinical professor in the UCSF Department of Medicine. Study data was collected from the Cancer Risk Program at UCSF and the northern California site of the Study of Women's Health Across the Nation, a project of the University of California Davis and Kaiser Permanente.

Research projects focus on aspects of the development of high blood pressure and arteriosclerosis

The German Research Foundation (DFG) has again approved funding for the Department of Internal Medicine II of the Mainz University Medical Center to promote cardiovascular research for the second time within only a few weeks. The aim of the project currently being sponsored is to investigate the relationships between free radicals and disorders of the cardiovascular system. The team, led by biologist Dr. Swenja Krller-Schn and PD Dr. Eberhard Schulz, senior physician at the Department of Internal Medicine II of the Mainz University Medical Center, has a particular interest in how specific enzyme systems regulate vascular function. These significantly influence the formation of free radicals, inflammatory reactions, and vascularization. It is thus hoped that the results of this theoretical research will make it possible to diagnose vascular diseases at an even earlier stage and to intervene with targeted treatment to prevent related complications, such as myocardial infarction. The researchers intend to spend the approximately EUR 210,000 funding granted over the next two years on human resources and consumables.

In this project, the research team will be studying to what extent molecules that control the energy consumption of cells also have a long-term effect on vascular function. "This correlation seems to make sense because when energy reserves decrease, cells need to be supplied with substrates in the blood stream and, for this purpose, adequate dilation of the blood vessels is necessary. However, the correlations between the mechanisms involved in this process have still not been sufficiently explained," stated Krller-Schn and Schulz.

The successful acquisition of third-party funds is also attributable to the strategy adopted by the University Medical Center, namely that of establishing specialized research units. Within this context, the research team led by Dr. Swenja Krller-Schn and PD Dr. Eberhard Schulz has managed to form partnerships that are important for the future of translational medicine. "We are pleased that the German Research Foundation has recognized our achievements and has decided to sponsor us. The work of the Research Unit Vascular Prevention and the establishment of the Center for Thrombosis and Hemostasis (CTH) with the support of the Mainz Heart Foundation have created an environment in which applications have a greater chance of success," said Prof. Dr. Thomas Mnzel, Coordinator of the Research Unit Vascular Prevention at Mainz University Medical Center.

Can a computer carry out sophisticated literary analysis?

That?s the question being explored by researcher Matthew L. Jockers, who used a computer to go through more than 3,000 works that were published between 1780 and 1900. According to a piece in The New York Times, Jockers released his findings last year and is about to publish a book compiling it titled ?Macroanalysis: Digital Methods and Literary History.?

Based on the computer?s analysis, Jockers, who is a researcher at the Center for Digital Research in the Humanities at the University of Nebraska as well as an assistant professor in the English department, found that Jane Austen (happy birthday, ?Pride and Prejudice?!) and ?Ivanhoe??s Sir Walter Scott were the most influential writers of their time.

They were ?the literary equivalent of Homo erectus, or, if you prefer, Adam and Eve,? Jockers told The New York Times.

The researcher said that using such analysis can allow society to analyze literature in a larger way than ever before.

?Traditionally, literary history was done by studying a relative handful of texts,? Jockers told the Times. ?What this technology does is let you see the big picture ? the context in which a writer worked ? on a scale we?ve never seen before.?

The computer also uncovered patterns in the writings of George Eliot that are similar to the patterns in writing of male authors. Jockers says he uses algorithms that search for patterns in words and common themes.

But can a computer ever reason on the same level as a human when it comes to literary analysis, a field where there is often more than one right answer?

Jockers told The New York Times that his algorithms can?t work on their own ? analysis is only complete when there?s someone who has knowledge of literature overseeing the process.

?You?ll always need both,? he said. ?But we?re at a moment now when there is much greater acceptance of these methods than in the past. There will come a time when this kind of analysis is just part of the tool kit in the humanities, as in every other discipline.?

'No budget, no pay' advances despite reservations

WASHINGTON (AP) ? In an earlier era, a move like the one engineered by House GOP leaders to pass a "no budget, no pay" measure probably would have been stopped in its tracks.

But with Congress' approval ratings in the gutter, House lawmakers pushed aside questions about fairness and constitutionality and tacked the idea onto an unpopular, must-pass bill to increase the government's borrowing cap.

The measure temporarily would withhold pay from any member of the House or Senate whose chamber doesn't pass a budget this year. The Senate is expected to approve it in the coming week, but only after leaders make clear they think "no budget, no pay" is rife with flaws.

The proposal is before the Senate because the House breezed past objections that the idea is unconstitutional because it could "vary" the pay of lawmakers in violation of the 27th amendment to the Constitution. The House ignored concerns that the measure is unfair to members who are in the minority and are powerless to determine whether a budget passes.

Nearly unmentioned was the prospect that withholding lawmakers' pay favors wealthy members over those of more modest means and could, in theory, attract more affluent candidates better able to withstand having some of their $174,000 salary withheld.

"The last thing we want to do is to say to people running for Congress, 'If you're not a millionaire, don't run because there's no guarantee you'll be paid,'" said Rep. Jerrold Nadler, D-N.Y.

For these reasons and more, the idea went nowhere in the last congressional session. But it was embraced about a week ago by House GOP leaders such as Speaker John Boehner of Ohio as they struggled to avoid a potential market-crippling default on government obligations.

The proposal is a slap at the Democratic-controlled Senate, which hasn't passed a budget since 2009. Republicans advanced the measure as a one-year experiment rather than a permanent law.

The logic behind "no budget, no pay" goes like this: Passing a budget is the core responsibility of Congress, so why should lawmakers get paid if they don't do their main job?

Obama: Gun-control advocates have to listen more

WASHINGTON (AP) ? President Barack Obama says gun-control advocates should be better listeners in the debate over firearms in America.

In an interview with The New Republic, Obama says he has "a profound respect" for the tradition of hunting that dates back for generations.

"And I think those who dismiss that out of hand make a big mistake. Part of being able to move this forward is understanding the reality of guns in urban areas are very different from the realities of guns in rural areas," he says.

Obama has called for a ban on military-style assault weapons and high-capacity ammunition magazines and is pushing other policies following the mass shooting last month at an elementary school in Newtown, Conn. In response, gun-rights advocates have accused Obama and others of ignoring the Second Amendment rights of Americans.

The president says it's understandable that people are protective of their family traditions when it comes to hunting.

"So it's trying to bridge those gaps that I think is going to be part of the biggest task over the next several months. And that means that advocates of gun control have to do a little more listening than they do sometimes," he says.

Has Obama himself ever fired a gun?

"Yes," the president says, "in fact, up at Camp David, we do skeet shooting all the time."

His daughters don't shoot skeet at the presidential retreat in Maryland, he adds, "but oftentimes guests of mine go up there."

It's time to howl at the Full Wolf Moon

Up-close exploration of the moon, Earth's only natural satellite, began in 1959 and hasn't stopped. Take a look at scenes from 50 years of moon exploration.

The first full moon of 2013 will light up the night sky on Saturday night, but did you know it's a full moon of many names?

Full moon names date back to the Native American tribes of a few hundred years ago, who lived in what is now the northern and eastern United States. Those tribes kept track of the seasons by giving distinctive names to each recurring full moon. Their names were applied to the entire month in which each occurred.


There were some variations in the moon names, but in general, the same ones were used throughout the Algonquin tribes from New England on west to Lake Superior. European settlers followed their own customs and created some of their own names. Since the lunar (or "synodic") month is roughly 29.5 days in length on average, the dates of the full moon shift from year to year.

Here is a listing of all of the full moon names, as well as the dates and times for 2013. Unless otherwise noted, all times are for the Eastern time zone:

Jan. 26, 11:38 p.m. ET ?Full Wolf Moon: Amid the zero cold and deep snows of midwinter, the wolf packs howled hungrily outside Indian villages.? It was also known as the Old Moon or the Moon after Yule.? In some tribes this was the Full Snow Moon; most applied that name to the next moon. [Full Moon: Why Does It Happen? (Video)]

Feb. 25, 3:26 p.m. ET ?Full Snow Moon: Usually the heaviest snows fall in this month. Hunting becomes very difficult, and hence, to some tribes this was the Full Hunger Moon.?

March 27, 5:27 a.m. ET ?Full Worm Moon: In this month the ground softens and the earthworm casts reappear, inviting the return of the robins. The more northern tribes knew this as the Full Crow Moon, when the cawing of crows signals the end of winter, or the Full Crust Moon, because the snow cover becomes crusted from thawing by day and freezing at night. In 2013, this is also the Paschal Full Moon?? the first full moon of the spring season. The first Sunday following the paschal moon is Easter Sunday, which indeed will be observed four days later on Sunday, March 31.

April 25, 3:57 p.m. ET ??Full Pink Moon: The grass pink or wild phlox is one of the earliest widespread flowers of the spring. Other names were the Full Sprouting Grass Moon, the Egg Moon and ? among coastal tribes ? the Full Fish Moon, when the shad come upstream to spawn. The moon will also undergo a very slight partial lunar eclipse, which will be visible from the Eastern Hemisphere, but not from North America. At its peak, less than 1.5 percent of the moon's diameter will be immersed in Earth?s umbral shadow; a very underwhelming event, to say the least.

May 25, 12:25 a.m. ET ??Full Flower Moon: Flowers are now abundant everywhere. It was also known as the Full Corn Planting Moon or the Milk Moon. The moon will also undergo a penumbral lunar eclipse, but the passage of the moon's disk into Earth's shadow will result in one of the slightest eclipses of all, administering a mere touch of penumbral shadow at the northernmost part of the lunar limb.

June 23, 7:32 a.m. ET ??Full Strawberry Moon: Strawberry-picking season peaks during this month.? Europeans called this the Rose Moon. The moon will also arrive at perigee only 32 minutes earlier, at 7 a.m. ET at a distance of 221,824 miles (356,991 kilometers) from Earth. So this is the biggest full moon of 2013. Very high ocean tides can be expected during the next two or three days, thanks to the coincidence of perigee with the full moon.?

July 22, 2:16 p.m. ET??Full Buck Moon: Named for when the new antlers of buck deer push out from their foreheads in coatings of velvety fur. It was also often called the Full Thunder Moon, thunderstorms now being most frequent. Sometimes it's also called the Full Hay Moon.

Aug. 20, 9:45 p.m. ET ??Full Sturgeon Moon: This large fish of the Great Lakes and other major bodies of water like Lake Champlain is most readily caught at this time. A few tribes knew it as the Full Red Moon, because when the moon rises it looks reddish through a sultry haze. It was also known as the Green Corn Moon or Grain Moon.

Sept. 19, 7:13 a.m. ET ??Full Harvest Moon: Traditionally, this designation goes to the full moon that occurs closest to the autumnal (fall) equinox. The Harvest Moon usually comes in September, but (on average) once or twice a decade it will fall in early October.? At the peak of the harvest, farmers can work into the night by the light of this moon.?

Usually the moon rises an average of 50 minutes later each night, but for the few nights around the Harvest Moon, the moon seems to rise at nearly the same time each night: just 25 to 30 minutes later across the U.S., and only 10 to 20 minutes later for much of Canada and Europe. Corn, pumpkins, squash, beans and wild rice ? the chief Indian staples ? are now ready for gathering.

Oct. 18, 7:38 p.m. ET ??Full Hunters' Moon: With the leaves falling and the deer fattened, it's now time to hunt.? Since the fields have been reaped, hunters can ride over the stubble, and can more easily see the fox, as well as other animals, which can be caught for a Thanksgiving banquet after the harvest.?

A penumbral lunar eclipse will also take place. Perhaps for some minutes centered on the time of greatest eclipse (7:50 p.m. ET) the penumbra might be marginally detectable over the moon?s southernmost limb, for at that moment the penumbral magnitude will reach 76.5 percent.? Those living across the eastern half of North America might see some evidence of this faint penumbral shading soon after local moonrise.

Nov. 17, 10:16 a.m. ET ?Full Beaver Moon: At this point of the year, it's time to set beaver traps before the swamps freeze to ensure a supply of warm winter furs. Another interpretation suggests that the name Beaver Full Moon came from the fact that the beavers are now active in their preparation for winter. It's also called the Frosty Moon.

Dec. 17, 4:28 a.m. ET ??Full Cold Moon: On occasion, this moon was also called the Moon Before Yule. December is also the month the winter cold fastens its grip. Sometimes this moon is referred to as the Full Long Nights Moon, and the term "Long Night" Moon is a very appropriate name because the nights are now indeed long and the moon is above the horizon a long time. This particular full moon makes its highest arc across the night sky because it's diametrically opposite to the low sun.?

AUSTIN, Texas (AP) -- Lance Armstrong's lawyers say the cyclist will talk more about drug use in the sport, just likely not to the U.S. Anti-Doping Agency that led the effort to strip him of his Tour de France titles.

In a testy exchange of letters and statements revealing the gulf between the two sides, USADA urged Armstrong to testify under oath to help ''clean up cycling.''

Armstrong's attorneys responded that the cyclist would rather take his information where it could do more good - namely to cycling's governing body and World Anti-Doping Agency officials.

USADA's response to that: ''The time for excuses is over.''

The letters, obtained Friday by The Associated Press, underscore the continuing feud between Armstrong and USADA CEO Travis Tygart, the man who spearheaded the investigation that uncovered a complex doping scheme on Armstrong's U.S. Postal Service teams.

Armstrong's seven Tour de France victories were taken away last year and he was banned for life from the sport.

In an interview with Oprah Winfrey last week, Armstrong admitted doping, said he owed a long list of apologies and that he would like to see his lifetime ban reduced so he can compete again.

His most realistic avenue toward that might be telling USADA everything he knows in a series of interviews the agency wants started no later than Feb. 6.

That seems unlikely.

Armstrong attorney Tim Herman responded to USADA's first letter, sent Wednesday, by saying his client's schedule is already full, and besides, ''in order to achieve the goal of 'cleaning up cycling,' it must be WADA and the (International Cycling Union) who have overall authority to do so.''

By Friday night, Herman strongly suggested Armstrong won't meet with USADA at all but intends to appear before the UCI's planned ''truth and reconciliation'' commission.

''Why would we cooperate (with USADA)?'' Herman said in a telephone interview. ''USADA isn't interested in cleaning up cycling. Lance has said, 'I'll be the first guy in the chair when cycling is on trial, truthfully, under oath, in every gory detail.' I think he's going testify where it could actually do some good: With the body that's charged with cleaning up cycling,'' Herman said.

In its last letter to Armstrong, sent Friday evening, USADA attorney William Bock said his agency and WADA work hand-in-hand in that effort.

''Regardless, and with or without Mr. Armstrong's help, we will move forward with our investigation for the good of clean athletes and the future of sport,'' Bock's letter reads.

The letters confirm a Dec. 14 meeting in Denver involving Armstrong, Tygart and their respective attorneys, which is when, in Tygart's words, Armstrong should have started thinking about a possible meeting with USADA.

''He has been given a deadline of February 6th to determine whether he plans to come in and be part of the solution,'' Tygart said in a statement. ''Either way, USADA is moving forward with our investigation on behalf of clean athletes.''

The letters were sent to the AP after details about a Tygart interview with ''60 Minutes,'' being aired Sunday, were made public.

Among Tygart's claims: Armstrong is lying when he says he didn't dope during his 2009-10 comeback.

Tygart said USADA's report on Armstrong's doping included evidence Armstrong was still cheating in those years.

''His comeback was totally clean,'' Herman said. ''It's pretty fashionable to kick Lance Armstrong around right now.''

Tygart also reiterated that an Armstrong associate offered USADA a donation of more than $200,000. Armstrong denied that in his interview with Winfrey, too.

In advancing his claim that USADA is only a bit player in the investigation, Herman noted in his letter, sent to USADA on Friday, that most cycling teams are based in Europe.

''I'm pretty sick of people trying to blame a European cycling culture that goes back to the 1920s on one guy,'' Herman said.

Bock's response to that: ''Your suggestion that there is some other body with which Lance should coordinate is misguided,'' he said in his final letter.

Today?s news on West London?s naughty boy of the moment is fairly straightforward. But this being the odd duck of a story that it is, there is no shortage of new talking points.

Let?s dive right in:

  • Chelsea?s Belgian international already faced a three-game red card ban. Being officially charged by the FA, as he was on Friday afternoon, the governing body citing ?insufficient? punishment for the offense, cannot be good news around Stamford Bridge.

French flags selling out in Mali's capital

France's military intervention has been widely greeted here. Normally, Malian attitudes towards its former colonial ruler range from resentment to admiration.

War and nationalist sentiment usually go hand in hand. The week-old war in Mali is no exception. As?the war drums beat hotter in this landlocked former French colony in West Africa, nationalism is also on the rise.?

But in this case, it is French nationalism that is rising.

Normally, Malian attitudes towards France, which once ruled the country as a colony, range from resentment to admiration. But when France launched a bombing campaign against Islamist rebels in central and northern Mali last week, French flags bloomed around the capital Bamako almost instantaneously.?

Flags are waved on the street, show up on cars, motorcycles, appear in windows. Vive la France!

What might be called a panoply of pro-France merchandise is found everywhere, offering insight both into a quick shift in Malian attitudes toward France, and into the workings of Bamako?s street markets. ?

Moreover, the flags, like so much merchandise around the world, do not come from France ? but are made, shipped, stocked and marketed through the larger Chinese vendors in Bamako.

Information about the new commodity of French flags begins downtown at the ?Place d?Ind?pendance.? At this square, teenage boys work in groups to sell the French tricolor in the shadow of a monument to honor Mali?s independence from colonial rule. No one seems to notice the irony.

One young man, Cheickounah Kon?, usually sells toys, battery-powered fly swatters, and odds and ends for about $5 a day, mostly to drivers stuck in traffic.

But two days after French jets began operations, a demand for flags made him change his product. He sells small flags on a staff with a suction cup on the end, that now adorn motor-scooters. Taxi drivers buy full-sized French flags and cover their rear windows with them.

For the last few days Mr. Kone has picked up some $25 a day in patriotic war spoils.

?Vive la France!? says one smiling customer who forks over $2 for the French colors.

Kone?s flag stash comes from a large chaotic market called ?Sugu ba,? an intense zone of capitalism in this capital, where French paraphernalia is discovered finally at ?Chez les Chinois,? on the edge of the market.

Rows of Chinese-owned stores sell an array of goods, ranging from plastics to electronics.

In the first shop the owner says she ran out of flags days ago, that boxes of French flags that sat on the floor for years, were now gone. But more are coming from her homeland, China, she asserts.

Along the row, nearly every shop was sold out of French goods, most in the last few days.

As I field a phone call in the halls of the House of China, my Malian guides discover with some disappointment that I am an American, not a Frenchman.

But they quickly recover: ?No, no, no... it?s ok, it?s ok,? one guide, Moussa says in strained English. ?Obama is?still good, but [French President] Hollande saved us, he saved Mali.??

Ryan J. Reilly: Feds: Anti-Obama Vet Tried To Trade Bombs For Cocaine

Federal authorities in Colorado have arrested a 35-year-old man with a "Fire Obama" poster in his window who allegedly worried the Obama administration was going to take away his guns on charges he tried to trade bombs for cocaine.

Richard Sandberg came to the attention of federal authorities after an informant indicated he tried to trade weapons for cocaine, according to an affidavit by ATF task force officer James Anderson. The ATF introduced a separate undercover informant into their investigation who tired to set up a deal with Sandberg. Sandberg allegedly told the informant he was a former Marine who served in Iraq, Somalia, Africa, and Pakistan and the government "paid him hundreds of thousands of dollars to learn how to build bombs and kill people," according to Anderson's affidavit.

Sandberg claimed a right wing declaration of independence/constitutionalist political manifesto and made disparaging remarks about the current administration and them wanting to take away his guns. Sandberg made numerous threatening statements towards law enforcement (LE) and specifically ATF, stating if any LE or ATF came inside his house, to take his guns, it would be a bad day for them and lots of them would die. Sandberg stated that he was ready and willing to die. Sandberg told SA Abraham that no ATF, or LE SWAT team was capable of taking him out of his house, that it would take a US Marine SF Recon team to take him out, because they were the only ones capable.

A local news station said there was a "Fire Obama" sign posted in a second floor window of Sandberg's home. Anderson's whole affidavit is worth a read. It's embedded below.

Partisan Allegiances Emerge On Gun Control

NOTABLES:

MAJORITY BACKS OBAMA'S GUN-CONTROL PLAN: Fifty-three percent in the latest ABC News-Washington Post poll view Obama's gun control plan favorably, 41 percent unfavorably. Strong proponents outnumber strong opponents by 38 vs. 31 percent in this poll, according to ABC News Polling Analyst Greg Holyk. But when asked about "Barack Obama's proposals for stricter gun control," partisan allegiances kick in. The president's proposals are seen favorably by 76 percent of Democrats but unfavorably by 72 percent of Republicans; most on each side feel strongly about their respective positions. Independents split 51-44 percent, favorable-unfavorable. http://abcn.ws/146ARFK

NEW NOMINEES TODAY: President Obama will announce his intent to nominate Mary Jo White to serve as Chair of the Securities and Exchange Commission and to re-nominate Richard Cordray to lead the Consumer Financial Protection Bureau, a White House official tells ABC's Ann Compton. The official added, "In his first term, the President put in place historic consumer protections and the strongest reforms of Wall Street since the Great Depression. On Thursday, the President will name two individuals to serve in top enforcement roles in his administration to help ensure we are effectively implementing these reforms so that Wall Street is held accountable and middle class Americans never again are harmed by the abuses of a few." The announcements take place at 2:30 p.m. ET in the State Dining Room.

THE ROUNDTABLE:

ABC's RICK KLEIN: It's a rivalry too good to not be true: The vice president and the secretary of state, Nos. 2 and 3 on the power charts (and not necessarily on that order), both harboring long-held ambitions for the top spot. What makes it particularly remarkable now that is that Vice President Joe Biden and Secretary of State Hillary Rodham Clinton are both enjoying moments that showcase their best qualities. Biden has been revealed as the consummate dealmaker, a not-so-secret force and weapon on the inside game. Clinton's force of personality was on display this week with her virtuoso valedictory performance on the Hill. Biden took the inside path (35 years in the Senate) to the Obama White House; Clinton blazed her own outside path (unknown nationally when Biden first ran for president, then as first lady and a senator) to the same place. And as they continue that way now, with Biden staying on and Clinton striking out on her own, they set up a potential 2016 matchup that tests the Obama legacy against the Obama spirit. Until then, it's worth savoring the moments in the limelight for two titans of the Democratic Party.

ABC's SHUSHANNAH WALSHE: Some conservative chatter when Hillary Clinton first fell ill was that it was a cover up because she was afraid to testify about the Benghazi terrorist attack. It seems stunning to think that now - not just because she had a concussion, a blood clot, and a hospital stay - but because of what a bold, decisive job she did testifying yesterday. She took on conservative senators like Ron Johnson of Wisconsin and Rand Paul of Kentucky while receiving praise from both sides of the aisle even ahead of some of the tougher questioning. The only possible stumble was in her tense back and forth with Johnson when talking about the reasons behind the attack she passionately said, "What difference does it make at this point?" It's something that you can easily see in an opponent's ad if she decides to run for president in 2016. Another thing we learned from the hearing? Looks like Rand Paul might follow in his father's footsteps and run for president.

ABC's Z. BYRON WOLF: Two days after President Obama offered his second inaugural grand progressive vision for America, the Pentagon moved toward allowing women in combat. Some might quibble with how many women are in his cabinet or how forcefully he has (or hasn't) pushed for marriage equality. But there is little doubt that when this president leaves office his administration will have helped to transform the military by allowing gays to serve openly and placing women on the front lines.

ABC's MICHAEL FALCONE: Just under five months ago, Democrats gathered in Charlotte, N.C. to see Barack Obama officially accept their party's presidential nominee for a second term. We all know how that story ended. Over the next few days, the leadership of the Republican National Committee, state GOP chairs and party leaders from around the country are descending on the same city - in the only swing state Mitt Romney won in November - to hold the RNC's annual winter meeting. It comes as Republicans are still in the midst of assessing what went wrong during the 2012 cycle and what Republicans need to fix as the midterm elections and the next presidential contest approach. GOP Chairman Reince Priebus, who is expected to win re-election for another term tomorrow, launched what he calls the "Growth and Opportunity" project to do just that. Where are Republicans drawing at least some of their inspiration from? As one GOP state committee member who traveled to Charlotte for the meeting noted, "We could learn a lot from the president's campaign."

ABC's CHRIS GOOD: The White House will blow its Feb. 4 deadline to offer a budget proposal to Congress, and Congress will probably miss its April 15 deadline to pass one. There are no real consequences, and after Obama won re-election over GOP complaints about no budget, even the political imperative seems weak. So why do we need a budget, anyway? Conservatives explain that Congress needs to organize its spending priorities. Here's one House GOP aide: "That's nearly 2.5 years of running the government based on spending levels and operating priorities from when Pelosi was still speaker. Obviously things change and agencies/departments need to update ? We need a budget just like a business or a family needs a budget. ? budgets also provide an outlook in the years ahead."

ANALYSIS: IS THE NEW OBAMA AN OPPORTUNITY FOR THE GOP? ABC News Political Analyst Matthew Dowd writes: At this point, the interpretation many have made of President Obama's second inaugural address is that he is going to govern based on the 25 percent progressives, and Republicans in Congress are going to govern based on the 35 percent conservatives. ? Many Democrats are celebrating the results of the last election as a reflection that the progressive viewpoint is where the majority of citizens want to go. This is foolhardy and creates a tremendous opportunity for Republicans in the next presidential election if they are smart enough to come up with a candidate who speaks to a majority of the country and speaks to values at the core of that majority. http://abcn.ws/10MK06R
