Senior Analyst Information Technology

The Global Statistical Solutions/Data Sciences and Solutions Analyst combines 3 roles within the IT Career Framework: Business Analyst, Technical Integrator, and Service Manager.
This position serves as the IT liaison to the Global Statistical Solutions and Clinical Data Sciences/Solutions areas on matters of operational support for production systems. It is the responsibility of this position to gain & utilize knowledge of the production applications and business processes, to drive the transition of new applications into operational support, manage application change & release processes, coordinate application retirement, and interface with our external service provider to ensure delivery of IT services for systems in production support by the LRL IT ? Solution Services ? COE.

Key Objectives and Deliverables

Business Knowledge and Technical Integration

? Develops in-depth business knowledge of business partners, key business processes, and the business applications supported in the COE. Technical knowledge required includes knowledge of the application and the technical infrastructure behind the application (e.g., web server, application server, database environment and design) and the ability to anticipate or resolve difficult issues based on this knowledge.
? Assist business partners in defining requirements and developing business cases for small projects and change management activities.
? Uses standardized processes for requirements definition, analysis, design, construct, and test activities
? Lead and manage projects. Understand business impact, quantify resources and evaluate technical options.
? Forecast and/or communicate business trends for the area and translate that into the impact on the COE supported applications and staff.
? Adhere to Computer System Quality Policies and Procedures in execution of appropriate work and management of related documentation.
? Ensure applications are transitioned into the COE via standard processes.

Vendor Oversight

? Provide vendor oversight of work as a majority is performed by the External Service Provider (ESP).
? Oversee trouble tickets and change requests to ensure Service Provider is appropriately following all CSV and local procedures. If concerns arise, the associate is responsible for resolving the concerns and/or escalating within Lilly Management.
? Utilize business knowledge and technical leadership to ensure timely completion of deliverables, including oversight of the ESP to accomplish deliverables.
? Ensure all periodic reviews for account are completed on time and with quality requirements met.
? Working with the Service Manager to ensure issues and trends are understood.
? Consistently monitor knowledge of vendor support analysts assigned to the account. If concerns arise, address with Lilly and Vendor Management.

Release Management and Application Transition

? Develop road maps by quarter of business area work expected. This includes routine items such as: Periodic Reviews, New Releases, Change Requests, Technical Upgrades, and New Applications.
? Ensure all critical application have a release strategy including the frequency of new releases.
? Coordinate with solution delivery teams to ensure smooth transition of system support activities, artifacts, and knowledge to the COE. Ensure Service Provider support analyst has the knowledge to effectively support application.
? Consult with IT Consultants on technical design issues, particularly for changes impacting local and global business areas.
? Ensure that organizational change management (OCM) occurs (either by IT or business) on changes and releases deployed by the COE.
? Assesses end user training needs and supports and/or contributes to the design, development, and delivery of end user training and/or procedures
? Reviews Service Level performance for business area and develops plans to resolve issues
? Engages in continuous improvement through annual reviews of the Service Level Management process
? Identify and evaluate circumstances that can lead to the retirement of systems (e.g. business process change, business planning results, declining or unsupported technology, performance / security issues); Drive retirement of applications & systems in partnership with the business.

Trouble Ticket and Change Requests

? Engage business partners to establish prioritization of incident, problem, and change management delivery to the business.
? Assist Service Provider partner in prioritization and root cause analysis of incidents. Share business knowledge to aide impact assessment of trouble tickets and change requests.
? Ensure proposed solutions solve customer requirements.
? In some cases, the ESP may need help in business and/or technical issue resolution because of the need to have deep expertise. The Lilly Analyst may be required to assist in such cases. However, typical day to day support and technical issue resolution is the responsibility of the ESP.

Minimum Requirements:

? Bachelor?s Degree in Computer Science
? 5 years experience with full software development life cycle
? 5 years experience with programming language such as HTML, UNIX, Java, SQL, C# and .Net
? 5 years experience working in research environments, ranging from non-regulated to regulated environments. Regulated knowledge extends to cGCPs and cGMPs, ICH standards, and internal CSQ Policies and Procedures
? Knowledge of clinical and statistical processes with demonstrated customer focus
? 3 years experience of system integration, architecture, database design, and SharePoint
? 5 %Travel may be required
? Qualified candidates must be legally authorized to be employed in the United States. Lilly does not anticipate providing sponsorship for employment visa status (e.g., H-1B status) for this employment position

Additional Skills/Preferences:

? Certification in ITIL or CObIT processes
